Tacos Up on North 14th Street and Maison Nail Bar on South 12th Street are seeking new alcohol licenses from the City of Bismarck, and a proposed five-unit commercial building on Skyline Way is asking for two drive-through windows. The requests are on city agendas Tuesday and Wednesday, Oct. 27 and 28.
The Details
- Tacos Up, 2930 N. 14th St., Suite 100. Tacos Up, LLC has applied for a new Class F-1 restaurant alcoholic beverages license, according to the City Commission's Oct. 27 agenda packet. Under that class, alcohol can't exceed 45% of combined food and alcohol sales.
- Maison Nail Bar, 914 S. 12th St. Goldstar Management, LLC, doing business as Maison Nail Bar, has applied for a new Class I-2 complementary alcohol license. The packet defines it as on-site serving of beer, wine and liquor to customers "without any additional charge for the alcoholic beverage."
- Ownership changes. The Class E beer-only license at Midway Tavern, 1915 E. Sweet Ave., would transfer from Midway Tavern, LLC to BHB, LLC, which keeps the Midway Tavern name. BHB, LLC also holds the license for Tap In Tavern at 601 Memorial Highway, per the packet's renewal list. A Class E license at 218 W. Front Ave. would transfer from Landers Interstate Services, Inc. to DBLD, Inc., doing business as Frontside.
Tuesday's consent-agenda items only introduce the four requests and call for public hearings. Staff memos propose Nov. 10 hearings for Tacos Up and Maison Nail Bar and recommend approving all four requests.
Skyline Way Drive-Throughs
On Wednesday, the Planning and Zoning Commission holds a public hearing on SUP2026-007, a special use permit for two drive-throughs in a planned building at 1445 Skyline Way, an undeveloped lot at 15th Street and Skyline Way. The property owner is Triad Development LLC.
The applicant's engineering letter describes a 10,500-square-foot "strip mall" with five units. According to the letter, the south unit is for a proposed coffee shop with an ordering kiosk and room for 10 vehicles to line up, and the north unit is for a proposed bakery with a pick-up window only, with room for three. The applicant has requested a waiver cutting the bakery drive-through's required stacking spaces from 12 to three, saying all pick-up orders will be placed in advance, and staff recommend approving the permit with that waiver. The new Land Development Code, effective Oct. 1, makes three the standard, but the application predates it. The letter says site construction is set to begin this fall. Neither tenant is named.
The city's land-use plan designates the area Destination Mixed Use, meant for regional commercial centers.
