A consignment store called Forever Treasures is planned for 1311 1st St. NE in Mandan, in a building that city staff describe as having "been vacant for many years." The Mandan City Commission voted 4-0 on Sept. 15 to approve a $12,937.50 retail incentive for the business, according to the meeting's approved minutes.
The Details
- What: A mid-market consignment store selling secondhand clothing, accessories, home goods and other items, according to a city staff memo.
- Where: 1311 1st St. NE, Mandan. The application lists 3,450 square feet of retail space.
- Who: City records say the business is being started by Lori Lockner.
- Unsold items: The store's presentation to the city says consignors can take back or mark down items that don't sell within 120 days, and items still unsold after seven months will be donated.
- Hours: Not final. A financial planning narrative filed with the application says the store may start out open Wednesday through Saturday.
The Backstory
The Mandan Growth Fund Committee recommended the incentive on Aug. 26 after Forever Treasures presented its plan. The amount is based on a rate of $3.75 per square foot. According to the committee's minutes, the applicant noted about $200,000 in building improvements, including roof repairs.
The staff memo says the building is already a Storefront Improvement project. The Growth Fund's Aug. 31 financial report shows $60,000 committed for 1311 1st St. NE under that program, and $30,000 paid for storefront work at 1307 1st St. NE.
The incentive is structured as a forgivable loan, paid in 12 equal monthly installments starting about a month after the store opens. If the business moves out of Mandan within five years, it would have to repay a prorated share, according to the commission packet.
